The bottleneck is translation, not just capital

Capital is abundant. What is scarce is the ability to route it to the right technology at the right time. The bottleneck is translation: founders who cannot read the regulatory frameworks their products must navigate, government buyers who cannot evaluate the technology they are procuring, CVCs who cannot diligence both the technical and regulatory surface of a deal, sovereign allocators who cannot distinguish real architecture from a well-formatted slide deck. The map does not list actors. It maps constraints.

The ten layers

The map is organized across ten layers: materials and processing, energy and power, compute and AI infrastructure, autonomy and robotics, export controls and compliance, non-dilutive capital and procurement, government buyers and innovation units, strategic capital and CVCs, sovereign and allied capital, and founders and industrial operators. Each layer contains specific bottlenecks where two or more of these groups cannot see each other's needs in time to act.

Five structural gaps

Five patterns recur across the map. Translation: founders cannot read regulation, buyers cannot read technology. Visibility: qualified companies and qualified buyers cannot find each other. Diligence: capital moves faster than evaluation capacity. Offtake: public capital starts capacity but only purchase commitments make it permanent. Classification: products are over-classified or under-classified, and architecture decisions about export controls determine market access before a line of code ships.

What founders should do

Trace your product across the bottleneck map. Where does your supply chain or regulatory surface touch a bottleneck? That intersection is where procurement opportunity and market-access risk converge. The map is not a checklist - it is a diagnostic. If your product architecture creates deemed-export exposure for your engineering team, that is not a legal problem to fix later. It is a product decision.

What CVCs should diligence

Map your deal flow against the bottleneck layers. The highest-value investments sit at the intersection of public demand, technical capability, and capital scarcity. Before signing, ask: does this company's supply chain pass through a single-country processing bottleneck? What is the regulatory surface area of their architecture? Has a program office committed to transition before the prototype ends?

What government buyers should ask

Use the bottleneck map to identify the companies you cannot find. The qualified suppliers who are invisible to your RFP process are the ones founders cannot route to you. Ask: is there a strategic buyer in the room before the award closes? Does this project have an offtake pathway, or is it depending on public capital alone? Has the applicant demonstrated technical capability at pilot scale?

What sovereign and allied capital should avoid

Deploying into strategic technology without layer-specific technical diligence creates adverse selection: the best companies avoid capital that cannot evaluate them. Use the source-confidence indicators on the map to prioritize where diligence will produce the highest-conviction allocation decisions. Avoid the trap of funding processing capacity without offtake, or AI infrastructure without a regulatory pathway to market access.
