Senate Energy and Natural Resources Committee activity on critical minerals permitting is the highest-leverage signal to watch. Processing technology companies (solvent extraction, electrochemical separation, urban mining, blockchain-based materials traceability) should be in the room with DPA Title III program officers and strategic buyers who can commit to offtake. The procurement opportunity is not in mining -- it is in processing technology, supply-chain traceability, recycling and recovery, and compliance infrastructure.
