Phase II is R&D/prototyping. 2-year period of performance typical. Requires Phase I completion. Some agencies offer Direct-to-Phase-II for qualified applicants.

DPA Title III can fund purchase commitments, direct loans, and loan guarantees for domestic production. Key programs: rare earth separation (Lynas/MP Materials), battery anode materials, and critical mineral processing. Funding amounts vary widely by project scale.
$25M-$5B+
Title 17 requires reasonable prospect of repayment - not a grant. Loans are non-recourse project finance. NEPA review adds timeline. Notable recipients: battery manufacturers, rare earth processing facilities. Typically $50M minimum loan size.
$5M-$15M
Hybrid capital type: STRATFI dollars are non-dilutive but require a private capital match, making the total round effectively a blended capital stack.
$275K (SBIR) / $275K (STTR)
NSF runs the America's Seed Fund program. Phase I is 6-12 months. Phase II is up to $1M. NSF awards are typically more flexible than DoD SBIRs in terms of IP and commercialization path.
$1M-$20M+
DIU issues problem statements (solicitations) via its website. Awards are prototype OTs that can transition to production contracts. DIU's model is to bridge commercial tech to DoD adoption. Acquisition pathway: prototype OT -> follow-on production.
$10M-$50M+
APFIT funding is appropriated annually by Congress through the NDAA. Eligible technologies must have completed a prototype and have a sponsoring DoD component.
$50K-$500K
NSIN programs are smaller-scale and earlier-stage than DIU or DPA. Multiple vehicles: hackathon prizes, university capstone contracts, startup bootcamps.
$100K-$1.5M
DARPA's small business track is through its SBIR/STTR program. DARPA also runs Broad Agency Announcements (BAAs) that small businesses can respond to. Award amounts vary by program. DARPA is mission-driven: find the PM whose program area matches your technology.
